Roosevelt Lake Dam

Location and Description

Roosevelt Lake is located off Mackletree Road in Nile Township, Scioto County and is part of Shawnee State Park. The dam is owned and operated by the Ohio Department of Natural Resources.

This dam is an earthen embankment that is 535 feet long and 26 feet high. The drainage area of the lake is 16.3 square miles and the lake has a normal pool surface area of 12.8 acres. As a Class I high-hazard potential structure, a sudden failure of Roosevelt Lake Dam likely would result in the structural collapse of at least one residence or one commercial or industrial business and probable loss of human life. Prior to completion of dam risk reduction construction the dam included these characteristics.

Safety Issues

The dam is overtopped by 13.4 feet during the Probable maximum Flood (PMF) event and requires overtopping protection. The PMF is the flood event that may be expected from the most severe combination of critical meteorological and hydrologic conditions that are reasonably possible in a particular drainage area.

Risk Reduction

Risk reduction measures include construction of roller compacted concrete (RCC) overtopping protection and renovations to the principal spillway. Spillway renovations include stabilization via post-tensioned rock anchors, which will require drilling through the dam and into the rock below. The top of the concrete weir will be removed and replaced as part of the anchoring. The training walls will be raised in order to flatten the slope of the embankment and will be refaced with new concrete that will be architecturally stamped and stained to mimic the existing stone walls downstream of the dam. The existing stonewalls downstream of the dam will also be replaced with architecturally treated concrete walls. Other improvements include renovations of the existing lake drain system which will include a new section of 24-inch ductile iron pipe, a control tower which includes two 24-inch sluice gates and an access bridge.

Long Term Plan

Routine inspections and maintenance of the dam will continue. An emergency action plan will be revised and shared with local emergency management officials once it is completed.
